Corps of Engineers Schedules Sept. 12th Hearing
(Kansas City, MO) The U.S. Army Corps of Engineers, Kansas City District (KCD) will hold a public hearing on September 12, 2002, to provide the public with an opportunity to present comments on a proposal by the Kansas Department of Transportation (KDOT) to relocate an approximately 7-mile-long section of Kansas Highway 10 from its present route through the city of Lawrence, Kansas to a bypass location along the southern edge of the community. The proposed bypass (commonly known as the South Lawrence Trafficway) would be a 4-lane road that would begin at the intersection of K-10 Highway and US-59 Highway (Iowa Street) in southwest Lawrence and would extend along the southern edge of the city to K-10 Highway near Noria Road on the eastern edge of the community.
KCD has prepared a Draft Environmental Impact Statement (Draft EIS) to address the proposed highway relocation. The Draft EIS evaluates alternative alignments for the proposed bypass and identifies two preferred alternatives (32nd Street Alignment B and 42nd Street Alignment A) from a group of five alternatives considered in detail. The Draft EIS is titled, "DRAFT ENVIRONMENTAL IMPACT STATEMENT SECTION 404 PERMIT APPLICATION by Kansas Department of Transportation K-10 Highway (South Lawrence Trafficway)." The document is available for review at local libraries, at KCD's Kansas City, Missouri office, at KDOT's Topeka office, or at KDOT's consultant HNTB Corporation in Kansas City, Missouri. A compact disk copy of the Draft EIS is also available upon request from KCD by writing to Mr. Robert J. KDOT has applied to KCD for a permit under authority of Section 404 of the Clean Water Act (33 U.S.C. 1344) to authorize construction of the bypass along the alignment identified in the Draft EIS as 32nd Street Alignment B. KCD has issued Public Notice No. 200101697 to inform the public of KDOT's requested permit and to provide the public with an opportunity to present comments to KCD concerning the proposal. A copy of the public notice can be requested from KCD by contacting Mr. Smith at the locations identified above. Comments concerning the public notice will be accepted until September 15, 2002.
